Vela Village is a modern residential community of brick-built cottages, located on the left bank of Astana in one of the city’s green zones. This prestigious and rapidly developing neighborhood offers a clean environment and a high standard of living.&nbsp;The cottages feature flexible floor plans, expansive windows, and generous ceiling heights of 3.6 m and 3.3 m. Each home includes a private garage with a total area of 30 m² (323 ft²).&nbsp;Construction is based on high-quality German materials known for their durability and energy efficiency. 2025

As part of its expansion strategy, BI Development entered the markets of the United States and the United Arab Emirates.&nbsp;The company delivered approximately 1.8 million m² (19.4 million ft²) of residential space. Notable projects included Batysmura and Zaman in Atyrau, Akbulak Riviera in Astana, the large-scale Arena Park development in Almaty, and the company’s debut project in Karaganda, the House on Buketov residential complex.&nbsp;International rating agency Fitch Ratings assigned the company a long-term credit rating of BB with a Stable outlook.&nbsp;BI Construction &amp; Engineering expanded its presence across Kazakhstan, launching projects in Kyzylorda, Kokshetau, and Petropavlovsk. 2024

Record completions and strategic infrastructure

In 2023, BI Development entered the Uzbek market under its own brand and launched its flagship project, the Botanika Saroyi residential complex.&nbsp;By the end of the year, the company had delivered a record 1.6 million m² (17.2 million ft²) of housing, maintaining leadership across key markets in Kazakhstan and securing a top-three position among developers in Uzbekistan.&nbsp;Notable projects completed in 2023 include 4YOU and Central Avenue in Almaty, NEXPO Union and Dom na Botanicheskom in Astana, and Aktau Riviera on the Caspian coast.&nbsp;In September, BI Development issued $13.5 million in bonds on the Astana International Exchange (AIX).&nbsp;BI Construction &amp; Engineering expanded into four new cities — Aktobe, Uralsk, Karaganda, and Semey — and completed two strategic infrastructure projects in the Turkestan Region: a 59 km (36.7 mi) trunk canal and the Shaulder Solar Plant (50 MW), commissioned by ENI, a global energy company.&nbsp;Centers for innovative creativity have been completed in Almaty, along with the Täuelsizdik Bridge in Astana, a smart center in Kostanay, and both a congress hall and a Palace of Schoolchildren in Shymkent. Two BINOM schools have also been built and launched in Atyrau.&nbsp;The S&amp;P agency affirmed BI Group’s credit rating at B-/B and revised the outlook to “stable.”

2023

BI Group fulfilled its bond obligations, paying 3.9 billion KZT ($8.6 million) in investor returns.&nbsp;The BIG App ecosystem continued to evolve, introducing direct integration with Kazakhstan’s national e-registry. Clients can now sign and register shared-equity contracts entirely via smartphone.&nbsp;BI Development delivered a record-breaking 1.7 million m² (18.3 million ft²) of housing across six regions. BI Construction &amp; Engineering completed over 390,000 m² (4.2 million ft²) of projects in nine regions, including 153,000 m² (1.6 million ft²) of innovative schools in four regions.&nbsp;SemArco signed a new international contract with ENI to build a solar power plant, while construction began on the first large-scale residential development Tashkent, a joint project between Kazakhstan and Uzbekistan.

2022

Education, innovation, and digital transformation

BI Group successfully delivered multiple education projects across Kazakhstan, including the Quantum STEM School, four BINOM Schools under a public-private partnership model, and four additional schools in the Almaty Region.&nbsp;The company became the first in Kazakhstan to launch online real estate sales via its mobile app, BIG App, which reached 80,000 registered users. More than 10,000 clients received keys to their new homes in 2021.&nbsp;BI Group also completed three bond issuances on the Astana International Exchange (AIX), totaling 16.3 billion KZT ( $35.9 million).

BI Group introduced two new holding groups: Nova City Development (including Nova City and the ModeX plant) and BI Development Almaty. Strategic partnerships and market expansion

SemArco joint venture&nbsp;BI Group and Dutch firm Archirodon launched SemArco to deliver large-scale oil and gas, industrial, energy, and infrastructure projects across the CIS and Georgia.&nbsp;Key projects delivered&nbsp;BI Construction &amp; Engineering completed major developments, including the BMEI oil and gas facility at Prorva, Jekpe-Jek Martial Arts Palace, an IT University, a sports complex in Shamalgan, a school in Aitey, and civic facilities in Turkestan. Construction also began on a drama theater, Uly Dala Museum, a stadium, and a Hampton by Hilton hotel.&nbsp;International development&nbsp;The company partnered with Murad Buildings (Uzbekistan) to launch its first international real estate project, NRG Oybek, in Tashkent.&nbsp;ModeX modular plant&nbsp;Construction began on the ModeX modular housing plant in Astana, along with the first residential complex using this technology.&nbsp;Client growth&nbsp;Over 12,000 clients received new homes. Thanks to its rehabilitation programs, 100 children began walking.&nbsp;Disaster response&nbsp;Following a military unit explosion in Arys, BI Group’s chairman donated 100 million KZT ($220,000), with employees contributing another 25 million KZT ($55,000). The company restored 201 homes and 132 apartments, and built two new houses.&nbsp;Cultural shift&nbsp;New corporate values were introduced: respect, fairness, teamwork, and engagement. A “BIGinner” onboarding program and Happiness Department were launched to support employee well-being.

2019

Leadership in housing and global outreach

BI Group became the top housing developer in both Astana and Almaty. That year alone, the company delivered 7,000 new apartments. Since its founding, BI Group had completed over 5 million m² (53.8 million ft²) of residential, industrial, and social infrastructure.&nbsp;To mark the 20th anniversary of Kazakhstan’s capital, BI Group delivered several high-profile public projects, including a pedestrian bridge over the Esil River ("Atyrau Kopiri"), the Astana Botanical Garden, and the JETISY Recreation Park.&nbsp;The company also expanded internationally, opening branch offices in Russia, Saudi Arabia, and Turkey. Full-cycle project delivery and international collaboration

BI Group became the market leader in residential construction in Almaty and reached a major milestone: 4 million m² (43 million ft²) of total completed housing. The company’s structure grew to include 4 operating companies and 19 divisions, managing a portfolio of 115 active projects across Kazakhstan and the CIS region.&nbsp;BI University was established, evolving from a corporate training center into a full-scale educational platform.&nbsp;The company also deepened its commitment to corporate social responsibility, investing over $10 million in community-focused initiatives.

2017

Entering the oil and gas infrastructure market

BI Group entered the oil and gas construction market, &nbsp;a major milestone in its growth. That same year, it became the first company in Kazakhstan to build over 1 million m² (10.8 million ft²) in a single year. The company also completed Kazakhstan’s longest bridge, the Irtysh River crossing.&nbsp;BI Group launched OTAU Development Group to provide affordable housing, supported by national development programs.&nbsp;BI Engineering was established as a new holding company, bringing the group’s structure to three holdings and 16 divisions. Global recognition and strategic restructuring

BI Group became the first and only company from Kazakhstan to be included in the ENR Top 250 Global Contractors ranking, debuting at 189th place.&nbsp;To support continued growth, the company introduced a new management structure, forming two specialized entities: BI Group Construction and BI Group Development. This move aimed to boost operational efficiency across diverse project types and customer segments.

2014

A milestone year for BI Group, marked by record growth and major infrastructure achievements.&nbsp;With a team of 7,000 employees, BI Group became the largest construction company in Kazakhstan, reaching a turnover of $1.2 billion. The company completed over 240,000 m² (2.6 million ft²) of residential real estate, delivering 3,040 apartments across seven complexes.In the individual housing segment, 342 cottages were completed, bringing the number of BI-branded homes in cottage communities to over 1,000 in total.&nbsp;Key growth areas included infrastructure, industrial, and high-end residential construction. BI Group was the only company to complete over 20 bridges during the season and played a major role in the Western Europe–Western China transport corridor, as well as national railway connections.&nbsp;In celebration of its 18th anniversary, the company launched a record-setting initiative, building a full cottage in just 16 days and 20 hours.&nbsp;Also in 2013, BI Group won an international competition to develop the “Green Quarter” residential complex in Astana for Expo 2017. The project, created in partnership with AEDAS (UK) and AECOM (Australia), focused on energy efficiency and sustainable urban living.

2013

BI Group opened branch offices in Moscow and Almaty and launched its own corporate university to invest in employee growth. The company also began work on major infrastructure projects, including new railway lines and road hubs as part of transnational transport corridors. In the real estate sector, BI Group continued developing premium residential communities and suburban housing with modern infrastructure. Several sections of Kazakhstan’s largest highway project were completed ahead of schedule.

2012

New housing segments and industrial projects

BI Group entered a new phase of growth, launching premium-class residential developments and diversifying its housing portfolio. The company introduced new formats to the market, including club-style housing, which helped shape future trends in Astana’s residential sector.&nbsp;In the same year, BI Group also completed the construction of a high-speed train manufacturing facility, a milestone industrial project and the first of its kind in the region.

2011

Infrastructure growth and post-crisis momentum

As the market recovered from the global financial crisis, BI Group entered a new phase of opportunity and expansion. The company participated in major infrastructure initiatives, including the international transport corridor "Western Europe – Western China" and the construction of Kazakhstan’s first national highway, linking Astana and Borovoe.&nbsp;During this period, BI Group also completed a prominent residential project in Astana and gained valuable expertise in large-scale civil works, including bridge building, railway infrastructure, and complex engineering projects.

2010

Expansion into infrastructure and new markets

BI Group launched its first infrastructure projects and officially entered the Russian market.

2009

Continuing operations amid the global financial crisis

While the global financial crisis and declining household incomes caused a temporary macroeconomic slowdown, BI Group continued to deliver key projects during this challenging period.&nbsp;Despite staff reductions and limited capacity, the company remained active, from constructing irrigation channels in Kazakhstan’s Kyzylorda region to developing facilities in the demanding climate of Khanty-Mansiysk, Russia.

2008

The total built area exceeded 600,000 m² (6.46 million ft²). BI Group had completed more than 20 residential complexes and was actively developing 20 additional sites. The company’s projects accounted for 18% of the total real estate market volume in Astana.&nbsp;That same year, JSC BI Group began its transition into a holding company, expanding to include construction, industrial, investment, and development divisions.

2007

BI Group significantly increased its production capacity, launching design and construction work at 17 sites. In addition to residential complexes, the company began developing administrative and office buildings, marking its entry into the commercial real estate sector. By this year, BI Group’s projects accounted for 12% of the total real estate market in Astana.

2005

Completion of the first residential developments

Construction of the company’s first three residential projects was completed. The team grew to over 1,000 employees. This year also marked the establishment of the BI-Zhuldyzai Corporate Charitable Foundation, dedicated to supporting the social integration of children with special needs.

2003

Establishment of BI Group as a core enterprise

Food and fuel trading operations were gradually phased out, and the company was restructured into BI Group, the main enterprise of the growing construction business. This marked the foundation of what would go on to become Kazakhstan’s largest construction holding and a future leader in the national industry.

2001

Following the relocation of the capital to Astana, a decision was made to create a new construction division, ABK-Kurylys LLP. That same year, the founders of BI Group began work on their first construction project, the Tamasha wellness complex.

1998

AzTEK LLP was officially registered. Founded by graduates of the Akmola Institute of Civil Engineering, Aydin Rakhimbayev, Bauyrzhan Isabayev, and Askhat Omarov, the company initially specialized in the trade of grain, cereals, flour, and fuel. This marked the establishment of what would later become BI Group. Since then, the company's anniversary has been celebrated annually on the first weekend of June.

1995

Our Story

Aydin Rakhimbaev co-founded BI Group in 1995 and has served as its Chairman since 2005. He began his career in construction at the age of 16 and holds degrees in civil engineering, law, and an MBA. Under his leadership, BI Group has grown into one of the largest development and construction holdings in Central Asia.Mr. Rakhimbaev is actively involved in public and charitable initiatives. He is Chairman of the Association of Developers of Kazakhstan and a member of national economic and entrepreneurial councils. In 2004, he founded the BI-Zhuldyzai charitable foundation supporting children with special needs. He also launched “Ana Uyi” (Mother’s Home), Kazakhstan’s largest social project for young mothers in crisis.A passionate athlete, he has competed in multiple Dakar Rallies and IRONMAN championships worldwide. He is married and a father of seven.

Aidyn Rakhimbayev

Government Relations and Security, Shareholder

Born in 1972, Bauyrzhan Isabayev is a co-founder of BI Group and currently oversees government relations and public sector engagement. He also leads the company’s work in industrial and energy infrastructure development, including turnkey EPC projects. He holds degrees in engineering, finance, and an MBA. His career began at 17 in construction and agriculture, and he played a key role in shaping the company’s early production operations.Mr. Isabayev previously served as a deputy of the Astana City Council. He is a dedicated philanthropist and partner of major social initiatives including Ana Uyi and IQanat. A passionate endurance athlete, he has competed in the Dakar Rally, the Morocco Rally, and IRONMAN races worldwide, as well as numerous marathons and triathlons.He is married and the father of six children.

Leadership and Board Members

The BI-Zhuldyzai Charitable Foundation was established in 2004 by company employees. Today, medical centers and early intervention units operate in Astana, Almaty, Atyrau, and Shymkent, including specialized facilities within the capital’s perinatal centers. Each year, between 1,800 and 2,500 children receive comprehensive rehabilitation services.

Helping kids thrive

City skylines are changing fast, but environmental progress isn’t keeping pace. Every year, BI Group employees run thousands of kilometers at the Almaty Marathon, BI Marathon, Astana Marathon, and international races abroad.&nbsp;We have also hosted several prestigious Ironman Kazakhstan triathlons, where athletes competed for coveted slots in the Ironman World Championship in Kona, Hawaii.

At BI University, we're dedicated to helping people grow. Since 2012, we’ve supported over 20,000 learners, from team members to professionals looking to sharpen their skills.&nbsp;Over the past 12 years, BI University has successfully trained more than 20,000 individuals, developed approximately 100 certified in-house trainers, and established branches in Almaty, Shymkent, Atyrau, and Tashkent.
