Official Statement of BI Group Regarding Mr. Bokaev’s Allegations

We have received public accusations of unfair business practices. We consider it important to respond openly and in detail to explain how our decision-making and operations are structured, so that the public can understand the real picture rather than emotional interpretations. 

1. BI Group and its subsidiaries do not initiate or lobby for any specific projects. Decisions on the reconstruction or construction of any facility — such as a theater, museum, bridge, road, hospital, or school — are made by government bodies at various levels in accordance with current legislation. Construction companies become involved only at the stage of competitive bidding, not at the stage of political decision-making.

2. The selection of our company as the general contractor is always preceded by legitimate competitive procedures with strict evaluation criteria. These include the company’s financial stability, the high qualification of its team, substantial experience in executing complex projects, and proven construction expertise. There are no “manual appointments” in this process.

3. The selection of an organization responsible for the engineering design of a project, in cases where the design and estimate documentation is not provided by the client, is a fully legal and standard market practice. The law allows the contractor to choose a service provider whose qualifications and experience ensure the highest quality and full compliance with the client’s requirements and safety standards.

4. Every project undergoes mandatory expert review, which must also be approved by the client. Without a positive expert conclusion, the project cannot move forward.

5. Before construction and installation works begin, the project passes through all required approval stages, including state financial review and cost validation. The cost of a facility cannot be determined arbitrarily by the company — it is established and approved strictly within regulatory procedures.

6. Regarding the specific allegations made by Mr. Bokaev — such as the quality of construction, the necessity of reconstruction, and cost formation — BI Group has already provided detailed explanations to the media on multiple occasions. Separate clarifications concerning the theater reconstruction projects were also published in the form of video materials on our official YouTube channel, showing in detail how the work was carried out and on what principles decisions were made.

It is particularly important to note the condition of the theater’s exterior cladding. In the years following independence, to prevent the tiles and outer panels from falling, they were simply fastened with screws, which damaged most of the faсade elements. This fact is confirmed by photo and video documentation.

In addition, a significant part of the work involved repairing stage mechanisms, lifting devices, lighting systems, interior dеcor, and other technical elements — all of which are also documented photographically.
